Mechanical engineer Siemons became interim CEO at the Port of Rotterdam
Authority in July 2023. At the time, he was already COO at the Port Authority
(since October 2020). Before joining the Port Authority board, Siemons worked
at Royal Vopak as President of the North and Latin America division. He was
previously a member of Vopak’s management and worked in that capacity in
Europe, the Middle East and the US. Before that (from 1998 to 2006), Siemons
held various management positions at Royal VolkerWessels. Boudewijn Siemons
began his career in 1987 in the Netherlands Royal Navy, where he served until
1998. He studied at the Netherlands Royal Naval Institute and TU Delft.

David Yeo is the Founder and Group CEO of Innovez One, a Singapore-based maritime software company behind the marineM Port Management Information System suite, used by ports including ADNOC L&S, Port of Tanjung Pelepas, Johor Port, Port of Cork, Portsmouth International Port, and Jersey Harbours.
David is leading Innovez One’s AI-native rebuild — automating routine port operations, unlocking the data intelligence embedded in day-to-day workflows, and deploying autonomous AI agents across the platform to support planners and decision-makers. He drives innovations that transform how ports plan, coordinate, and execute their operations.
His work sits at the intersection of operations research, multi-agent AI architectures, and the human workflows that keep ports running. At IHMA Congress 2026, he will share Innovez One’s approach to intelligent agent–assisted dynamic scheduling of port calls, and what it means for the harbour masters and planners at the heart of port operations.

Nancy Scheijven is a strategic advisor in the maritime sector with over 15 years of executive leadership experience at the intersection of waterways, ports, government, and digital innovation. She currently serves as Strategic Business Director at Seafar, where she supports the deployment and scaling of remote vessel operations across Europe.
Previously, Nancy was Director of Shipping Traffic and Water Management at Rijkswaterstaat, responsible for national vessel traffic services and waterway operations in the Netherlands. She also held the position of Managing Director EMEA at Tidalis, a provider of mission-critical maritime systems for ports, VTS authorities, and coast guards.
Drawing on extensive experience in regulation, operations, and technology adoption, Nancy focuses on helping the maritime sector move from innovation and pilot projects to safe, scalable implementation. Her work emphasizes the critical role of harbour masters, port authorities, and operational stakeholders in shaping the future of remote and autonomous shipping.

He has led Technical Safety and Risk Management activities for international
LNG flagship projects for major market players, advised international safety
agencies or Risk and Safety Zones (e.g. European Maritime Safety Agency -

regulators (e.g. BCOGC) and leading Port Authorities.
He has been lead accident investigator of several full scale loss of
containment events, among others: major accidental LNG spills, flammable
gas dispersion, cryogenic brittle fracture of carbon steel, major HC fires. He
has also been court-appointed SME in judicial cases. (Note: NDAs in
place).
He has published and given talks at multiple international conferences, led
international technical meetings on LNG topics, written several industry risk-based
guidelines (specially on cryogenic spill risk), and corporate SME in
multinational LNG Joint Industry Projects.
As part of the marine-fuels transition, he supports the bunkering stakeholders
with a) Risk Assessments (e.g. HAZID workshops facilitation, SIMOPS
assessments, ALARP evaluations), b) Advanced Safety Zones studies (with 3D CFD)
for ignition source control and SIMOPS approval, c) Simplified Safety Zones for
early phases, d) Third party regulatory compliance studies for Port
Authorities, e) Due Diligence.

Hans van Driel is chairman of the Rotterdam Pilotage Cooperative since July 2023. In this role, he represents 220 pilots working in this region and leads the board, and the 35 employees of our Pilot organization at our office in the Europoort. Together with the other regional presidents in The Netherlands, he is also part of the General Pilotage Management Council, in which they are responsible for national policy.
He started his maritime career at the nautical college in Rotterdam and gained extensive seagoing experience with Spliethoff and Dockwise, where he sailed worldwide as second and chief mate on heavy cargo and cable vessels. In 2002–2003, he qualified as a registered pilot in Rotterdam.
Over the years, he has fulfilled various roles
within pilotage. He is known for his constructive approach and focus on
collaboration, contributing to the continuous development of pilotage in
Rotterdam.

Captain Paul O’Regan is Chief Operations Officer and Harbour Master at the Port of Duqm Company, Sultanate of Oman, bringing extensive international experience in Harbour Master functions, Port operations, and maritime safety leadership. He has held senior executive responsibility for the safe, efficient, and compliant management of complex port environments, integrating marine and terminal operations within dynamic and developing trade hubs.
In his current role in Oman, he leads operational strategy and execution for one of the region’s key emerging ports, with responsibility for safety, efficiency, emergency preparedness, and the continued development of Duqm as a major logistics and maritime gateway aligned with national economic diversification ambitions.
Captain O’Regan has a proven track record of delivering transformational change across port operations. His career highlights include leading large-scale infrastructure and terminal developments, driving port digitisation programmes (including advanced port management systems and real-time operational tools), expanding cargo and cruise sectors, and improving operational performance and revenue through innovation and efficiency.
He has played a central role in strengthening safety, security, and environmental compliance, including implementation of international standards (ISPS, ISPO and ISO frameworks), as well as leading emergency planning and business continuity programmes in complex port environments.

Professor Bhattacharya has nearly 40 years’ experience across maritime practice, higher education, research and institutional leadership. He is currently Provost and Vice-Chancellor Academic at Sharjah Maritime Academy in the UAE, where he leads academic strategy, curriculum development, quality assurance, research, faculty development, and government and industry engagement. In this role, he works closely with ministries, regulators, professional bodies and maritime industry partners to strengthen maritime education, workforce development and applied research in support of the UAE’s maritime ambitions.
Before moving to the UAE, Professor Bhattacharya held senior executive roles at Southampton Solent University in the UK, including Dean of the Warsash Maritime Academy, Pro Vice-Chancellor for Research and Knowledge Exchange, and as Provost – the University’s senior-most academic leadership post. Among several achievements he led Solent to the award of Triple Gold in the UK Teaching Excellence Framework in 2023.
He holds a PhD in Sociology from Cardiff University’s Seafarers International Research Centre, awarded under a Nippon Foundation Fellowship, and has published widely on maritime safety, regulation, risk, labour and global shipping. Before academia, he spent 15 years in the maritime industry, serving on large internationally trading tankers as a Master and then in a shore-based manager role in Singapore.

Captain John Lloyd has been Chief Executive of The Nautical Institute since May 2017 having originally joined the Institute in 2015 as Chief Operating Officer.
Previously he was Professor, Maritime Training at the Australian Maritime College (AMC). In 2014 he inaugurated a new maritime college in Angola following a two-year development programme developed in conjunction with the City of Glasgow College and Sonangol Shipping.
Prior to this he held appointments as: Chief Executive Officer of the Vanuatu Maritime College in Santo, Vanuatu; and senior posts at Flagship Training Limited and Warsash Maritime Centre.
John is a Master Mariner and served as a Marine Pilot in Namibia from 1994 – 1995. He is a Master of Business Administration, a Freeman of the (UK) Honourable Company of Master Mariners, a Younger Brother of Trinity House and a Chartered Master Mariner.
Since joining The Nautical Institute John has introduced a series of professional development short courses attracting a substantial amount of international interest. The Nautical Institute continues to offer a sector-leading qualification for Harbour Masters and offers a range of related courses in auditing and incident investigation.
In September 2023, John was awarded the (UK) Merchant Navy Medal for Meritorious Service for his contribution to maritime training and education, an award presented by HRH The Princess Royal at Trinity House, London.

Conventional glitter consists of plastic microparticles that enter soils, rivers and oceans through wastewater systems, contributing to thousands of tonnes of microplastic pollution annually. Although the EU has now banned microplastic glitter, the market remains flooded with problematic alternatives: many still contain plastic, require industrial composting, or rely on mica or aluminium - materials linked to child labour and further environmental harm.
SeaSpark works with renewable biopolymers such as seaweed, we develop glitter that degrades completely without leaving microplastics or harmful residues. Our materials maintain the visual appeal and performance of conventional glitter, while dissolving safely after use. For the consumer, nothing changes in experience, except that the glitter leaves no lasting damage to soil, water or natural habitats.

Kiki Bout joined the Port of Rotterdam in September 2024 and has been working within the Harbour Master Division since January 2026 as an advisor in the Port Security and Resilience department. In this role, she contributes to safeguarding the port and its critical processes, strengthening the resilience of one of Europe’s key logistics hubs. Her work focuses on the port’s drone portfolio, with a particular emphasis on the counter-drone programme, in which she collaborates with partners across the maritime sector, government, police, and defense.

Harmen van Dorsser is Product Manager for Uncrewed Surface Vessels at Fugro, where he leads the development of advanced platforms for seabed mapping and pipeline inspection. Previously, he worked at the Port of Rotterdam, where he was responsible for policy development related to autonomous shipping and the future of Vessel Traffic Services (VTS). In that role, he contributed to preparing one of the world’s busiest ports for the integration of uncrewed operations. He was also involved internationally through IALA, supporting the development of Future VTS concepts. Erik de Neef is Chairman of the Royal Boatmen’s Association of Rotterdam (KRVE). With nearly four decades of experience in the maritime sector, he has built a distinguished career spanning operational, financial and executive leadership roles.
Having started his career as a boatman in 1987, Erik progressed through various positions before becoming Chief Operations Officer and later Treasurer and Chairman of KRVE. This unique career path has given him extensive hands-on experience in port operations and maritime services.
In addition to his role at KRVE, Erik serves as Chairman of the Dutch Boatmen’s Association (NBV) and holds treasurer positions within both the European Boatmen’s Association (EBA) and the International Boatmen’s Association (IBLA), reflecting his strong involvement in the international maritime community.

Françoise van den Brink is Strategic Lead Energy Transition at the Port of Rotterdam - Port Authority Division Harbour Master. She provides strategic direction on the transition to a low‑carbon energy system, with a strong focus on shipping and the port perspective on new activities arising from the energy transition in maritime transport, ensuring that the port is fully prepared for this transition. She applies her expertise in energy transition to support the shift towards sustainable and safe shipping, particularly through the introduction of new energy carriers used as fuel and onboard carbon capture. In this role, she leads the establishment of effective governance frameworks and robust safety systems, ensuring that new activities can take place in a safe, resilient, and future‑proof port. She aligns stakeholders across industry, government, and knowledge institutions at both national and international level to enable a coordinated and responsible transition.
Her (international) role includes the development of a harmonised safety framework for new energy carriers, including LNG, methanol, (liquid) hydrogen, ammonia, and nuclear power for propulsion. She was responsible for the Port of Rotterdam ammonia bunkering pilot under the MAGPIE Program, which served as a stepping stone towards a robust safety framework, ensuring that ammonia bunkering could be carried out safely based on established safety principles and stakeholder commitment. In addition, she leads the IAPH Working Group on the Port Readiness Level for Marine Fuels (PRL‑MF) assessment tool, supporting ports worldwide in preparing for the safe introduction of alternative marine fuels. For these purposes she is working closely with other (port) authorities, international regulatory authorities, branch organizations and shipping companies. She started at the Port of Rotterdam as Program Manager Energy Transition in 2023. Before she joined the Port of Rotterdam in 2023 she was senior consultant at the Dutch Standardization Institute active in the field of energy transition with a focus on hydrogen and the oil and gas sector, both at national, European, and international level. She initiated the European platform and Technical Committee on hydrogen in energy systems and she was involved in several European projects on hydrogen. Antonio works closely with captains, pilots, and port authorities worldwide to connect safety leadership principles with the practical realities of navigation in confined waters. René de Vries (66) was appointed (State) Harbour Master of Rotterdam on 1 March 2010. He began his career with the Port Authority in 1982, as crew member on one of the patrol vessels. Through the years, he has progressed to his last position, as manager of the Traffic Planning & Operations department, which has 220 staff.
As (State) Harbour Master he is responsible for the fast, safe and clean handling of shipping traffic in the port of Rotterdam. Under his direction, around 550 people work, among other things, in traffic control centres, the Port Coordination Centre, bridges and locks, on patrol vessels and as inspectors on board visiting ships. This work is largely done around the clock. On one hand, the (State) Harbour Master forms part of the Port of Rotterdam Authority and, on the other, is accountable to the Municipal Executive and the Minister of Transport, Public Works and Water Management with respect to his public duties. The Harbour Master is also port security officer and port cyber resilience officer and forms part of Rotterdam’s Major security staff.

Francisco Esteban earned a master’s degree in civil engineering (ingeniero de caminos, canales y puertos) by the Madrid Polytechnic University in 1980, and a master’s degree in construction and electrical engineering (ingeniero de construcción y electricidad) by the Army Superior Polytechnic School in 1986. Francisco Esteban served 12 years in the Ministry of Defence (Navy and Army) where worked primarily in the Directorate of Infrastructure, tasked with infrastructure, international relations, and environmental protection.
In the Civil Service, worked in Ports of Spain as Chief of the Department of Projects.
In 1994, he began his career in private sector, in the technical services of FCC Construcción and ended his tenure in 2020 as technical director with global responsibilities in civil and building. His focus during this time was on engineering support for worldwide tenders and contracts for civil works and singular buildings, with a strong emphasis on port and waterway infrastructure.
Since 2020, he has been a member of the General Council of Colegio de Ingenieros de Caminos, Canales y Puertos (Spain), and since 2021, he has been a member of the Editorial Board of the Revista de Obras Públicas (Public Works Magazine).

Captain Stephan Berger (born 14 November 1981) is Harbour Master for the ports of Bremen and Bremerhaven, where he is responsible for ensuring the safety and efficiency of maritime traffic in one of Europe’s key port regions. He is married and has two children.
He began his maritime career in 2001 as a deck cadet while studying nautical science, graduating with a diploma in 2006. He subsequently joined Hapag-Lloyd, serving as a nautical officer before being promoted to chief officer in 2010. In 2016, he took command as master, a role he held until 2021. Alongside his seagoing career, he contributed to maritime education as an instructor for deck cadets.
Since moving ashore in 2021, Captain Berger has led the Port Authority Bremen’s nautical operations as Harbour Master. In parallel, he is actively engaged in shaping maritime policy and safety at both national and international levels. He has served as President of the Verband der deutschen Hafenkapitäne since 2022, and in 2024 was elected Vice President (Europe) of the International Harbour Masters' Association. He also chairs the Harbour Masters and Maritime Safety Experts Committee at the European Sea Ports Organisation.

Captain Jonathon Pearce joined BP as a cadet in 1979 and qualified as a Master Mariner in 1990. He has served in all ranks, including master, on various types of vessels. In 1994 he took a shore position as pilot in Port Taranaki, New Zealand. In 2006 he returned to the United Kingdom as a risk assessor and undertook numerous formal safety audits of UK ports. He has been involved with LNG risk assessments and is an expert witness on pilotage issues. In 2008 he joined OMC International as their Business Development Manager due to his extensive knowledge of their Dynamic Under-keel Clearance systems. He is a highly knowledgeable on ship motions, under-keel clearance and vessel squat and presents internationally and nationally on these issues. In March 2014, he was sworn in as a Younger Brother of Trinity House. In 2020 he was accepted as a Chartered Master Mariner.
